Ph.D. Irena Herbst
An economist specializing in the financing of investment and construction economics. Areas of interest include public finance, the use of European Funds, social housing and real estate management.
Bound for many years with the public sector, she worked as Deputy Minister of Economy in 2002-2005 (she was responsible for regional development and financial engineering for the absorption of EU funds), Vice-President of the Management Board of the National Economy, 1996-2002 (supervisor for the National Housing Fund and other government programs) as well as Undersecretary of the Ministry of Economic Planning and Construction in 1992-1996 (responsible for the reform of housing finance).
The author of the government social housing finance programs (1992-2002) and the promotion of entrepreneurship - "Capital for Entrepreneurs" (2002) and laws: ‘On some forms of support for housing ‘(1995), Municipal Investment Development Fund (2003), the EU Guarantee Fund (2004) and National Capital Fund and the Public-Private Partnership (2005). At the same time the author of several publications on housing construction and finance.
Currently: Chairman of Centrum PPP, an adviser to the Polish Confederation of Private Employers LEWIATAN, member of the Batory Foundation.
